Bill Gates' Stake in Signature Aviation Tied to Firms Handling ICE Deportation Flights, Reports Say

Billionaire investor Bill Gates holds a financial stake in Signature Aviation, a global private-aviation operator that provides services used on Immigration and Customs Enforcement deportation flights, according to reporting published Sept. 8, 2025. The reports say the relationship makes Gates an unexpected private-sector beneficiary as the federal government expands charter flights to move immigration detainees.

Signature Aviation operates fixed-base operators (FBOs) and provides fueling, ground crews, boarding equipment and hangar space at hundreds of airports. ICE relies on a network of private charter operators, known as ICE Air and overseen by ICE Air Operations under the Department of Homeland Security, to transfer detainees between facilities and to remove noncitizens from the United States, the reporting said.

A Signature Aviation statement to reporters, quoted in the coverage, said the company's FBOs "must accept flight operations that comply with the law, FAA regulations and contract requirements at federally funded airports," Rosanna Fiske, the company's global head of corporate affairs, wrote. The reports said the Gates Foundation had not provided a comment on the matter.

The accounts cite aviation trackers, immigration activists and social-media posts to document charter flights that move detainees around the United States and to deportation departures. Activists and local officials have in recent months monitored airport activity and, in one location, photographed ground equipment on which workers covered Signature logos with cardboard. Local officials in that area installed cameras in 2023 to monitor ICE flight activity, the reports said.

Advocates and some aviation observers quoted in the reporting described the arrangement as a potential conflict for Gates, whose philanthropic work through the Bill & Melinda Gates Foundation has supported health and humanitarian causes worldwide. The reports noted that Gates was among technology industry leaders who met at the White House days before the coverage appeared.

Private contractors have long played a large role in ICE Air operations. A 2019 inspector general report from the Department of Homeland Security found that in fiscal 2017, ICE Air transported or deported 181,317 people on charter flights while 8,288 were flown out on commercial airlines. Officials and industry representatives have said privately contracted aircraft and ground services are central to the agency's ability to move large numbers of detainees quickly.

The recent surge in deportation flights follows congressional funding increases and policy priorities set by the presidential administration, according to reporting and public statements by administration officials. In February, the White House posted a video that showed a private charter aircraft and contained a caption criticizing illegal migration; the posting drew public attention to the use of private aviation in removals.

Industry officials have consistently said private aviation companies operate under contract terms and must comply with applicable law and Federal Aviation Administration rules. Signature Aviation's written response emphasized compliance with law and contract requirements.

The coverage has prompted renewed attention to the intersection of private investment and government immigration enforcement. Journalists and activists tracking aircraft movements said such flights have been routine for more than a decade, but recent policy changes and increased funding have led to a notable rise in activity.

Representatives for Bill Gates and the Bill & Melinda Gates Foundation did not provide statements for the reporting that first linked Gates' investment holdings to Signature Aviation. Signature Aviation supplied the company comment credited to Rosanna Fiske.
