Tingey Development Group, a Perth-based home building company established in 2023, has been wound up by liquidators Hall and Chadwick, leaving at least 15 incomplete housing projects, Western Australia’s Department of Mines, Industry Regulation and Safety — Building and Energy said.

The company was placed into liquidation on Wednesday. Building and Energy said homeowners with unfinished or defective projects should contact insurer QBE to discuss home indemnity insurance arrangements.

"Home indemnity insurance provides financial protection for homeowners in situations such as the insolvency of their builder," Daniel Kearney, executive director at Building and Energy, said. He said contacting the insurance provider "enables homeowners to begin the process of engaging another registered builder to complete the work or managing other remedies they may be entitled to."

Hall and Chadwick, the appointed liquidators, advised subcontractors who are owed money to make contact to lodge claims. The department did not provide a timetable for completion of the unfinished projects.

Tingey Development Group was founded in 2023 and promoted itself as a luxury home builder. The business described founders Geoff and Brooke Tingey as having more than three decades of combined construction experience. Its website and social media pages were removed after the liquidation was announced. The company had been recognised as the best start-up business at last year’s Housing Industry Association awards.

The state department said Tingey’s liquidation is the third registered building contractor in Western Australia to enter insolvency since June 30. It did not identify the other contractors.

Home indemnity insurance in Western Australia is designed to offer homeowners a degree of protection where builders become insolvent, die, or disappear before a contract is completed. Homeowners seeking to understand their options are advised to contact their insurer and Building and Energy for guidance about next steps and eligibility for cover.

The liquidation follows about two years of operation for the firm. Regulators and industry participants will monitor the progress of the liquidators as they assess claims from homeowners and subcontractors and determine the status of ongoing building works.

Hall and Chadwick and QBE had not provided additional public comment at the time of publication.
