Virginia preschool teacher's assistant fired after tying 21-month-old to chair, officials say
Virginia Department of Social Services investigates after CCTV shows a 21-month-old restrained to a chair at VINCI School Alexandria North; school says no harm occurred.

A Virginia preschool teacher’s assistant was fired after surveillance video captured her tying a 21-month-old to a chair with a blanket during lunch at VINCI School Alexandria North, a private school in Alexandria. The Aug. 13, 2025 incident triggered an inspection by the Virginia Department of Social Services after a tip from the day care licensing office, according to the report reviewed by local outlets.
The CCTV footage shows the child bound to the chair for about 22 minutes, beginning around 11:40 a.m. during lunchtime. The report obtained by AXLNOW states the assistant tied the blanket around the chair and around the child. The assistant reportedly said the child threw food on the floor and left the table when they were supposed to be eating, and that no other method was tried to get the child to sit back down. The report also notes that an additional adult entered the room while the child remained restrained and did not untie them.
The school’s leadership responded to local media, with principal Dr. Dan Yang telling WUSA9 that no harm was caused to the child. “In child care there are many things that are not black and white. However, we are a very firm believer that regulations and rules must be followed regardless of our feelings to the person in question,” Yang said. He added that the teacher “did make a big mistake violating regulations but she had no evidence to have abuse or have caused any harm to the child.” Kristina Milam, the regional director of operations, said the teacher had been with VINCI for more than four years and was well-regarded by many families, but that accountability and a safe, compliant environment could not be compromised.
The Virginia Department of Social Services said VINCI School has a Prohibited Practices & Behaviour Management Policy that prohibits physically restraining children, including tying them to chairs, car seats, strollers or any other device, as a form of discipline or in place of supervision. The policy states restraint is only permitted as a last resort if the child is in danger of harming themselves or others. Local police said they were notified of the incident through Child Protective Services and found no criminal activity.
Authorities continue to review the case with the private school, and VINCI said it would assess its policies and training to prevent any recurrence. While the incident has drawn media attention, investigators have indicated there is no evidence of abuse and no criminal charges at this time. The focus remains on child safety and compliance with state regulations to ensure the health and well-being of children in care.
