Forest Green Rovers manager Robbie Savage made four substitutions inside the opening minute of Tuesday's National League Cup tie against Wolves' under-21 side, using the changes to comply with a competition rule that requires teams to start at least four players who also started their previous league match.

The quartet — Neil Kengni, Abraham Kanu, Thomas Knowles and Kyle McAllister — had all been named in Forest Green's 1-1 draw on Saturday and were therefore obliged starters under the tournament regulations. Savage replaced them almost immediately, with some of those players not having a touch of the ball before being withdrawn.

The changes followed the same approach Savage used earlier this season, when he substituted a pair of players within two minutes of a victory over West Brom's U21s in August. Other clubs have taken similar steps in youth‑player competitions: Rochdale replaced two starters inside a minute in their tie against Blackburn's U21s on Tuesday, and Bradford City removed goalkeeper Colin Doyle in the second minute of an EFL Trophy tie in 2016 after being required to name a number of first‑team starters.

Forest Green prevailed 3-2 against Wolves' U21s, with the quick substitutions drawing headlines but not costing the team on the scoreboard. Savage, who took charge at the New Lawn in July, has not lost in 11 games at the club, recording eight wins and three draws. Forest Green sit second in the National League with 21 points from nine matches.

Savage, a former Premier League player, has continued the momentum he built at Macclesfield, where he won promotion from the Northern Premier League last season and recorded 40 wins from 51 matches in charge. He described the mood around the squad after a 98th‑minute equaliser against Scunthorpe on Saturday, saying: "Right now I believe only we can beat us. That's what I want to instil in my players, that invincibility that when they cross that white line, if you can work as exceptionally hard as we're doing, nobody can beat us." He added that errors, set pieces or lapses in concentration remained potential risks.

Forest Green are owned by green energy entrepreneur Dale Vince and are targeting a return to League Two after finishing third last season and losing to Southend United in the play-offs. The club has dropped to the fifth tier following consecutive relegations from League One and is aiming to regain Football League status at the second attempt.

The National League Cup's requirement that a minimum number of players who started the club's previous league match be named in the starting XI has prompted clubs to adopt tactical substitutions in recent seasons, particularly when balancing development opportunities for young opponents with squad management and player rest. Clubs operating at the intersection of first‑team priorities and competition rules have in some cases chosen to comply by starting the requisite players and then substituting them early, a practice that has drawn scrutiny but remains within the regulations.

Savage's early substitutions on Tuesday were a tactical response to those regulations and formed part of an otherwise positive evening for Forest Green, whose recent run has strengthened their push for promotion.
