MI6 Opens Dark Web Recruitment Portal to Recruit Spies of the Future
First British intelligence agency to establish an official presence on the dark web, seeking disaffected Russians and others through a Tor-based recruitment portal.

MI6 has opened a dark web recruitment portal, the agency announced, creating a 'virtual door' for would-be spies. The initiative is described as a first for a British intelligence service and is intended to attract operatives from Russia and other hostile states by allowing anonymous tips and information sharing about global instability, international terrorism, or hostile-state activity. The portal, dubbed 'Silent Courier,' aims to reduce the need for face-to-face rendezvous and the old-school spycraft of dead drops and coded notes while expanding the reach of recruitment into online spaces.
Officials said the portal will receive material securely and anonymously, with access details to be published publicly on MI6's YouTube channel and other official outlets to explain how to reach the Tor-based site. A short promotional video marked the agency's presence on the dark web, illustrating how simple it can be to contact MI6 without performing the elaborate stunts associated with the Bond mythos. The material underscored that information about global instability or terrorist activity could be directed through the portal, helping to calibrate risk and inform decisions in real time. In remarks tied to the rollout, MI6's outgoing chief will say, 'Our virtual door is open to you.'
In Istanbul on Friday, in his final public appearance before leaving the role later this month, the MI6 chief is expected to say: 'Today, we're asking those with sensitive information on global instability, international terrorism or hostile-state intelligence activity to contact MI6 securely online.' The message aligns with a broader government effort to recruit from abroad to counter threats at distance.
Foreign Secretary Yvette Cooper said national security is the first duty and the bedrock of the Prime Minister's Plan for Change. 'As the world changes and the threats we're facing multiply, we must ensure the UK is always one step ahead of our adversaries,' she said. 'Our world-class intelligence agencies are at the coalface of this challenge, working behind the scenes to keep British people safe. Now we're bolstering their efforts with cutting-edge tech so MI6 can recruit new spies for the UK—in Russia and around the world.'
Observers noted that the CIA began publishing recruitment videos on social media channels to lure Russian spies in 2023, signaling a diplomatic and intelligence shift toward digital outreach. The MI6 rollout is presented as a measured step that leverages anonymity and secure online channels to attract sources who might be reluctant to engage through conventional channels.
MI6 officials described the rollout as the first official presence on the dark web by a British intelligence agency, with instructions to access the Tor portal to be shared publicly. The agency stressed that the path to contact is legitimate, controlled, and designed to collect information responsibly to support national security efforts. The portal situates itself within a global trend toward digital tools in intelligence work while keeping a public-facing, policy-driven framework.
