Manhunt underway in Portland after accused murderer released in clerical error
Authorities search for Ty Anthony Sage, 26, who was accidentally released from jail due to a release-form error; victim's family calls it a monumental mistake

A manhunt is under way in Portland, Oregon, after Ty Anthony Sage, 26, was accidentally released from the Multnomah County Detention Center following a bail posting, an error investigators described as a clerical lapse. Authorities said Sage remains at large as detectives review how the release occurred and coordinate with regional authorities.
Sage appeared at a hearing last Wednesday, but the judge denied bail the following day. A release form dated Sept. 17 indicated bail had been set at $5,000 and allowed him to post bail, contradicting the court order. The Multnomah County Sheriff's Office said the incident appears isolated and is under review as the investigation continues.
Sage is a murder suspect in the 2021 death of 15-year-old Lowgunn Ivey and was arrested in May in connection with a robbery and shooting that killed the teenager and injured two others. He and 26-year-old Kevin Rivas-Ramirez were charged with murder and robbery in the case.
The victim’s mother, Jodie Ramsey, told FOX 12 that the release of Sage has created an emotional rollercoaster and upended her family’s sense of safety. “It’s been an emotional rollercoaster for the last four years,” Ramsey said. “My world stopped the day my son died.”
“It's a major mess up, it’s a monumental mistake that should have never occurred,” Ramsey added, describing the release as deeply frustrating and infuriating. She said Sage’s continued absence fuels fear for her family, saying, “Very fearful, very fearful, it’s going to be a constant fear for me until he is back in custody.”
The sheriff’s office acknowledged responsibility for Sage’s release, but emphasized that they are reviewing the procedures to understand how the lapse happened. Sheriff Nicole Morissey O’Donnell said the release appears to be an isolated incident and that corrective steps will be taken to restore community trust and confidence in the agency.
As Sage remains at large, Ramsey said she has lost hope that justice will be delivered promptly, describing the situation as a setback for her family and for communities affected by the case. Authorities say they are actively pursuing leads and coordinating with other agencies as the manhunt continues and the investigation proceeds.
