Port Miami, Fla. — A Tennessee man who has fostered dozens of children was arrested on Sept. 13 after a Carnival Cruise ship returned to port from the Cayman Islands, authorities said. Jason Alan Miller, 48, was selected for a random secondary screening and allowed immigration agents to search his Samsung Galaxy phone, where investigators found suspected child sexual abuse material, according to an affidavit.

Investigators found a folder within Google Photos containing 45 images titled “6yo_rare,” the Broward Sheriff’s Office said. Miller is charged with transportation of child pornography and possession of child pornography, the affidavit states. He reportedly told investigators that he knew there was child pornography on his phone and that no one else had access to the device.

Miller has fostered at least 20 children over the years, according to the records. On the trip that ended with his arrest, eight people were traveling with him: his pregnant wife and seven foster children who were later adopted by the Millers; the children ranged in age from 5 to 12. The family was returning from a Cayman Islands trip when Miller was taken into custody.

An affidavit obtained by WJHL provides the basis for the allegations, detailing how immigration agents and the Broward Sheriff’s Office obtained and reviewed the evidence. If convicted on both counts, Miller faces up to 30 years in prison.
